TEFAP and California food banks (free emergency groceries): who qualifies, what you get, how to get it, and what happens next

TEFAP, The Emergency Food Assistance Program, sends USDA foods through CDSS to 49 food banks that give free groceries in all 58 California counties. A household that lives in the area served and has income at or below 235% of the federal poverty guidelines self-certifies at the distribution site. The way in is the local food bank or a call to 2-1-1.

What TEFAP and food banks is, in one paragraph

TEFAP is The Emergency Food Assistance Program. USDA buys food and gives it, with administrative money, to the states (rule:definition). In California, CDSS sends it to a network of 49 food banks, which hand it out in all 58 counties through their own sites and partner pantries (rule:network_49). It is groceries, not money, and it costs nothing (rule:benefit_food).

235% of the poverty guidelines
California's TEFAP income line; the household self-certifies (CDSS, rule:income_235)

Who may qualify

Two things, both self-certified at the site:

  • Where you live: inside the area the food bank serves (rule:self_certify_residency).
  • Income: at or below 235% of the Federal Poverty Guidelines (rule:income_235). Federal rules let each state set this line between 185% and 300% (rule:federal_range, rule:statewide_criteria). The dollar figures by household size are not on the CDSS page read, so this page does not state them.

No asset test (rule:no_asset_test) and no immigration test (rule:immigration) is stated on the official pages read.

How to apply, and what happens after

There is no application to an agency. Contact the local food bank for its sites and hours (rule:find_food_bank); CDSS lists every county's food bank with address and phone (rule:providers_list). Or call 2-1-1, free, any hour (rule:211). California Food Banks names three ways to get groceries: 2-1-1, the food bank, and CalFresh (rule:three_ways).
