Disaster CalFresh (D-SNAP, one month of food benefits after a declared disaster): who qualifies, what you get, how to apply, and what happens next

Disaster CalFresh gives households hit by a presidentially declared disaster one month of food benefits on an EBT card, and gives current CalFresh households a supplement. It runs only when California is approved for that disaster, during a short application period at the county. Income plus reachable cash minus disaster costs must be under a disaster limit; California's 200% rule does not apply.

What Disaster CalFresh is, in one paragraph

Disaster CalFresh, called D-SNAP federally, gives households hurt by a natural disaster a month's worth of food benefits on an EBT card (rule:definition). It is not always open. It runs only after a presidential major disaster declaration for Individual Assistance, once stores are restocked, and when California is approved to run it for that disaster (rule:when_available). Households already on CalFresh get a supplement instead (rule:current_recipients). Separately, any CalFresh household that loses food in a fire, flood or power outage can ask for replacement benefits (rule:food_loss_10_days).

$306 to $1,841
one month's maximum allotment for a household of one to eight, the amount a new D-CalFresh household may get, FY2027 (USDA FNS, rule:max_allotment)

Who may qualify

Four tests, all from CDSS:

  1. Residency: the household lived or worked in the disaster area at the time; if one member did, all may qualify (rule:residency).
  2. Food: it bought or planned to buy food during the disaster benefit period (rule:purchase_food).
  3. Harm: at least one disaster effect: lost income, resources it cannot reach, or disaster expenses (rule:adverse_effect).
  4. Money: take-home income in the benefit period, plus cash and bank money it can reach, minus disaster costs, must not exceed the disaster gross income limit (rule:dgil_test). California's modified categorical eligibility does not apply here; income and resources are counted (rule:no_mce).

The FY2026 limits are the latest found (rule:dgil_fy2026); they ended on 30 September 2026. No FY2027 table was found on the CDSS or USDA pages read (rule:dgil_fy2027).

How to apply, and what happens after

Contact the local County Welfare Department (rule:apply_county). When D-CalFresh is approved, the county opens application sites for a set period; its length is not stated on the official pages read (rule:application_window). Every county must also serve people displaced from another county under regular CalFresh rules, including expedited service (rule:displaced).

StageWhat happensDeadlineWhat loses people the benefit
ApplyCounty site during the approved periodThe period (UNKNOWN length)Arriving after it closes
DecisionCounty approves; a supplement is issued within 3 days, 7 if questionable (rule:supplement_3_days)FastWrong amount accepted
Food loss (CalFresh households)Form CF 303 (rule:cf303); up to one month's allotment (rule:replacement_max)10 days, usually 30 under a waiver (rule:food_loss_10_days, rule:timely_waiver_30)Reporting late
Review and hearingSupervisory review and state hearing (rule:review_hearing, rule:appeal_phone)90 days (rule:appeal_90)Not asking

Where at least half of an area loses power for four hours or more, CDSS may get a mass replacement waiver that replaces part of benefits automatically (rule:mass_replacement). A household cannot take both a replacement and D-CalFresh for the same loss (rule:no_double). D-CalFresh covers one benefit period and is not renewed (rule:no_renewal).
