California Universal Meals (free breakfast and lunch for every public school student): who qualifies, what you get, how to apply, and what happens next

California requires public school districts, county offices of education and charter schools to give every TK-12 student who asks a free breakfast and a free lunch each school day, with no income test. Nothing is filed for the meals. The school meal application or Universal Benefits Application, turned in at the school, still decides SUN Bucks and school funding.

What California Universal Meals is, in one paragraph

California Universal Meals is the state's rule that every public school student who asks gets breakfast and lunch free each school day. It started in school year 2022-23 (rule:first_state). Public school districts, county offices of education and charter schools serving TK-12 must serve the two meals, regardless of the family's income (rule:two_free_meals, rule:who_tk12). The state pays the difference above the federal reimbursement. Nothing has to be filed for the meals themselves.

2 free meals each school day
breakfast and lunch for every TK-12 public school student who asks, no income test (CDE, rule:two_free_meals)

Who may qualify

For the meals: every student in transitional kindergarten through grade 12 at a public school district, county office of education or charter school (rule:who_tk12). There is no income test and no asset test (rule:no_income_test, rule:no_asset_test).

For the application that still matters: the free and reduced-price income scales decide SUN Bucks eligibility through the school meal application or Universal Benefits Application, and they decide how the school is funded (rule:application_still_matters, rule:lcff_counting). The school year 2026-27 scales, effective 1 July 2026 through 30 June 2027 (rule:free_scale, rule:reduced_scale, rule:scale_year):

Household sizeFree: monthlyFree: yearlyReduced-price: monthlyReduced-price: yearly

Each additional person+$616+$7,384+$876+$10,508

Children directly certified as foster, homeless, migrant, runaway or in Head Start are counted without an income form (rule:direct_certification).

How to apply, and what happens after

The meals: the student asks for breakfast or lunch at school. Nothing is filed.

The application: ask the school for a school meal application or Universal Benefits Application, fill it in with household size and income, and hand it to the school. Do not send it to the Department of Education or the Department of Social Services (rule:application_at_school). Without an approved application, free school meals alone do not qualify a child for SUN Bucks (rule:application_still_matters).

Schools where more than 40 percent of students are directly certified must use a federal universal-meal provision such as the Community Eligibility Provision, a four-year option (rule:high_poverty_40, rule:cep_four_years). Families have no reporting duty for the meals (rule:reporting).
