Head Start and Early Head Start (free federal early education for children under five from low-income families): who qualifies, what you get, how to apply, and what happens next

Head Start (ages three to five) and Early Head Start (pregnant women and children under three) are free federal early education and family services. A child qualifies if family income is at or below the poverty line ($33,000 a year for a family of four in 2026), or the family gets public assistance, or the child is homeless or in foster care. Families apply at a local program found with the Head Start Center Locator.

What Head Start is, in one paragraph

Head Start and Early Head Start are federally funded early education programs run by local grantees: school districts, nonprofits and tribes. Early Head Start serves pregnant women and children under three; Head Start Preschool serves children from three until school age. A program must not charge an eligible family to take part. Eligibility is set by federal regulation, 45 CFR 1302.12, but each local program enrolls its own children from its own waiting list, so a family applies to a program near them.
