California State Preschool Program (free or low-cost state preschool for three- and four-year-olds): who qualifies, what you get, how to apply, and what happens next

The California State Preschool Program pays for part-day and full-day preschool for three- and four-year-olds at school districts and community agencies. A family qualifies at or below 100 percent of the state median income ($11,337 a month for a family of four in 2026-27), or through homelessness, cash aid, child protective services, a child's disability or another listed route. Families apply at a local CSPP provider.

What the California State Preschool Program is, in one paragraph

The California State Preschool Program (CSPP) is California's state-funded preschool for three- and four-year-olds, created in 2008 by AB 2759 and run under contracts with the California Department of Education by school districts, county offices, colleges, community-action agencies and nonprofits. It offers part-day and full-day classes with meals and snacks, parent education and referrals to health and social services. A family qualifies by income, at or below the state median income for its size, or by a listed route such as homelessness, cash aid or a child's disability. Providers fill places in a set priority order.
