Means-based transit fares: Clipper START (Bay Area), Metro LIFE (LA), MTS/PRONTO reduced fares (half-price or free transit for riders with low incomes or on CalFresh or Medi-Cal): who qualifies, what you get, how to apply, and what happens next

Three California transit regions discount fares for riders with low incomes: Clipper START takes 50% off in the Bay Area, LIFE gives free rides in Los Angeles County, and PRONTO LIFE lowers fares in San Diego. Riders on CalFresh or Medi-Cal qualify in Los Angeles and San Diego; Clipper START uses income or CalFresh. Apply with the transit agency for your region.

What means-based transit fares is, in one paragraph

California has no single low-income transit fare. Each region's transit agencies run their own (rule:what_it_is). Clipper START in the Bay Area takes 50% off single rides on bus, BART, rail and ferry for adults 19 to 64 (rule:start_discount, rule:start_age). LIFE in Los Angeles County gives 90 days of free rides, then 20 free rides a month or a discounted pass (rule:life_benefit). PRONTO LIFE in San Diego, from 1 October 2026, charges $2.50 a ride with daily and monthly caps (rule:pronto_life_fares).
