SCSEP (Senior Community Service Employment) (paid part-time community service job training for Californians 55 and older): who qualifies, what you get, how to apply, and what happens next

SCSEP pays Californians 55 and older who are unemployed and have family income at or below 125% of the federal poverty guidelines for part-time community service work, about 20 hours a week at the highest applicable minimum wage, with training toward a regular job. It is run by the California Department of Aging’s local providers and six national grantees. You apply to the provider for your county.

What SCSEP is, in one paragraph

SCSEP, the Senior Community Service Employment Program, is Title V of the Older Americans Act, funded by the U.S. Department of Labor. It places people 55 and older who are unemployed and on a low income in part-time paid jobs at non-profit and government agencies, so they gain work experience and move to a regular job. In California the Department of Aging contracts local providers, and six national grantees run the remaining slots. Participants work about 20 hours a week and are paid the highest applicable minimum wage.

$16.90 an hour
the California minimum wage from 1 January 2026; SCSEP pays the highest of the federal, state or local minimum, for about 20 hours a week (DIR, rule:ca_minimum_wage; CDA, rule:hours_20)

Who may qualify

Three things decide it: age, work status and family income.

Age: 55 or older (rule:age_55).

Work: unemployed at enrollment and throughout, and living in the provider’s service area (rule:unemployed).

Income: family income no more than 125% of the federal poverty guidelines (rule:income_125). A person with a disability may choose to count as a family of one (rule:family_of_one).

Family sizeYearly limit (125%)
1$19,950
2$27,050
3$34,150
4$41,250
5$48,350
6$55,450
7$62,550
8$69,650

Those are the 2026 HHS poverty guidelines at 125% (rule:income_125_table).

Priority goes to veterans and qualified spouses, people over 65, people with disabilities, people with limited English or low literacy, rural residents, people who are homeless or at risk, people with low employment prospects, and people who did not find work through an American Job Center (rule:priority).

How to apply, and what happens after

Apply to the SCSEP provider for your county. Find it on the California Department of Aging county page or by calling 800-510-2020 (rule:find_provider). Not every Area Agency on Aging runs SCSEP; national grantees run part of the slots (rule:providers).
