Unemployment Insurance (California weekly benefit after job loss): who qualifies, what you get, how to apply, and what happens next

Unemployment Insurance pays $40 to $450 a week to California workers who lost their job or had hours cut through no fault of their own and earned enough in the base period. Apply to the Employment Development Department through myEDD, by phone, or on paper.

What Unemployment Insurance is, in one paragraph

Unemployment Insurance is temporary weekly income from the state Employment Development Department for workers who lost their job or had their hours reduced through no fault of their own. It is not means-tested: what decides it is how the job ended, whether the worker is able, available and looking for work, and whether they earned enough in a 12-month base period. A worker who quit, was fired, or was treated as an independent contractor may still qualify, and EDD says there is no penalty for applying.

$40 to $450
the weekly benefit amount, depending on earnings in the past 18 months (EDD, rule:weekly_benefit_amount)

Who may qualify

Three things decide it: how the job ended, what the worker can do now, and what they earned.

How the job ended. The worker is fully or partly unemployed through no fault of their own (rule:no_fault). A worker who quit must show a good reason; a worker who was fired stays eligible unless the employer proves misconduct (rule:quit_or_fired).

Now. Each week the worker must be able to work, available, looking for work, and ready to accept work right away (rule:able_available_seeking). A Social Security number, or work authorization for a non-citizen, is required.

Earnings. EDD looks at a 12-month base period (rule:base_period).

How to apply, and what happens after

Apply online through myEDD (UI Online), by phone at 1-800-300-5616, Monday to Friday 8 a.m. to 5 p.m. Pacific, or on the paper application (rule:apply_where). The application asks who you are, where you worked over the past 18 months, how much you earned, and why you are no longer working (rule:application_contents).

About two weeks later EDD mails the claim documents, including the Notice of Unemployment Insurance Award (DE 429Z) with your weekly and maximum benefit amounts (rule:documents_two_weeks). Check every employer and wage on it. If EDD sends a Request for Identity Verification (DE 1326C), you have 10 calendar days to answer (rule:identity_10_days). Most people must register in CalJOBS within 21 days of the DE 8405 notice (rule:caljobs_21_days).

The first payment takes about three weeks (rule:first_payment_three_weeks), and the first eligible week is unpaid (rule:waiting_week). After that you certify every two weeks and report all work and wages (rule:certify_biweekly). The claim lasts one benefit year of 12 months (rule:benefit_year). A denial or overpayment can be appealed in writing within 30 days (rule:appeal_30_days); keep certifying while it is pending (rule:certify_during_appeal).
