CalFresh Restaurant Meals Program (prepared meals with CalFresh for people 60+, disabled or homeless): who qualifies, what you get, how to use it, and what happens next

The CalFresh Restaurant Meals Program lets CalFresh households in which every member is 60 or older, disabled, homeless, or the spouse of such a person buy prepared meals with their EBT card at federally approved restaurants anywhere in California. It is statewide since 1 September 2021. The way in is CalFresh and the county social services office.

What CalFresh Restaurant Meals Program is, in one paragraph

The Restaurant Meals Program lets some CalFresh households spend their benefits on prepared meals at approved restaurants, instead of only on groceries (rule:definition). It is for people at high risk of hunger who may not be able to cook: people 60 or older, people with a disability, people experiencing homelessness, and their spouses (rule:all_members). It has been statewide since 1 September 2021 (rule:statewide), and a recipient may eat at any participating restaurant in California (rule:any_county). It adds no money; the meals come out of the CalFresh benefit (rule:max_allotment).

60 or older, disabled, or homeless
every household member must be in one of these groups or the spouse of someone who is (CDSS, rule:all_members)

Who may qualify

Step one: CalFresh. RMP is a way to use CalFresh, so the household must qualify for CalFresh first (rule:calfresh_required). A household with an elderly or disabled member has no gross income test, only the net test (rule:elderly_disabled_no_gross). A homeless household with no elderly or disabled member faces both. FY2027 limits, 1 October 2026 to 30 September 2027:

Household sizeNet limit (100%)Gross limit (130%)Maximum monthly CalFresh benefit
1$1,330$1,729$306
2$1,804$2,345$562
3$2,277$2,960$808
4$2,750$3,575$1,023
5$3,224$4,191$1,217
6$3,697$4,806$1,463
7$4,170$5,421$1,616
8$4,644$6,037$1,841
Each additional person+$474+$616+$289

Federal asset limits are $4,750 with a member 60+ or disabled and $3,000 for others; under California modified categorical eligibility, resources are not considered (rule:assets, rule:mce_resources).

Step two: every member. Each person in the CalFresh household must be 60 or older, a person with a disability, the spouse of one of those, or a person experiencing homelessness (rule:all_members, rule:age_60). Spouses need not meet the age or disability test (rule:spouse). One member outside these groups makes the whole household ineligible (rule:mixed_household).

How to apply, and what happens after

Get CalFresh at BenefitsCal or the county office. For RMP, contact the county social services office through the CalFresh Information Line or in person (rule:how_to_get). Then pay at a restaurant showing the CalFresh RMP sign (rule:sign); only federally approved restaurants take it (rule:federally_approved). CDSS publishes a map and a county list.
