USDA rural housing: Section 502 home loans, Section 504 repair loans and grants, and rental assistance: who qualifies, what you get, how to apply, and what happens next

USDA Rural Development lends to low-income households to buy a home in a rural area (Section 502), lends and grants to very low-income rural homeowners for repairs (Section 504), and pays rental assistance in USDA-financed apartments. Each has an income limit set for the area. People apply to USDA Rural Development, or to the apartment's manager for rental assistance.

What USDA rural housing (Section 502, Section 504 and rental assistance) is, in one paragraph

USDA Rural Development runs three housing programs for rural California. Section 502 direct loans help low- and very low-income households who cannot get credit elsewhere buy, build or fix a home in a rural area, with a payment subsidy that can bring the payment down to what the loan would cost at 1% interest (rule:502_purpose, rule:502_payment_subsidy). Section 504 lends to very low-income owner-occupants for repairs at 1% over 20 years, and gives grants to owners 62 or older to remove health and safety hazards (rule:504_purpose). Rental assistance lowers the rent in USDA-financed apartments for very low- and low-income tenants (rule:ra_eligible).

The dollar income limits for each county are set by USDA and were not readable on 9 October 2026; they are UNKNOWN here. Loan and grant maximums are set as 20% and 10% of the national average area loan limit (rule:504_max_loan, rule:504_max_grant).

How to apply, and what happens after

Apply to USDA Rural Development for Section 502 or 504. Section 504 applications are taken even when funds are not available (rule:504_apply_anytime). For rental assistance, apply to the manager of a USDA-financed apartment; waiting lists rank very low-income applicants first (rule:waitlist_priority).
