Lifeline (federal) + California LifeLine (phone discount) (discounted home and cell phone service): who qualifies, what you get, how to apply, and what happens next

Lifeline (federal) and California LifeLine (state) discount one home phone or cell phone per household for households enrolled in programs like Medi-Cal or CalFresh, or with income under a limit. In California the discount comes through a participating phone company and the California LifeLine Administrator. Apply through the phone company or at californialifeline.com.

What Lifeline and California LifeLine is, in one paragraph

Two programs discount one phone line per household. Federal Lifeline, run by USAC for the FCC, gives up to $9.25 a month toward phone or internet service, up to $34.25 on Tribal lands (rule:federal_benefit). California LifeLine, run by the CPUC, discounts a home phone or a cell phone by up to $19.00 a month and cuts the connection and conversion fees (rule:ca_specific_support, rule:ca_one_time). In California a household signs up through a participating phone company and the California LifeLine Administrator decides (rule:what_it_is).

Up to $19.00 a month
California LifeLine discount on a home or cell phone, specific support amount effective 1 January 2024 (CPUC, rule:ca_specific_support)

Who may qualify

One discounted phone per household (rule:one_per_household).

A program. If anyone in the household is enrolled in Medi-Cal, CalFresh, SSI, WIC, LIHEAP, Section 8 or public housing, National School Lunch, CalWORKs/TANF or a listed Tribal or veterans program, the household qualifies (rule:ca_program_based, rule:federal_programs).

Income. California LifeLine's limits, total annual gross income of everyone in the household, 1 June 2026 to 31 May 2027 (rule:ca_income):

People in the householdYearly income at or below
1$24,600
2$33,300
3$42,100
4$50,800
Each additional personadd $8,700

The federal Lifeline test is 135% of the 2026 poverty guidelines: $21,546 for one person, $44,550 for four, add $7,668 for each additional person (rule:federal_income).

How to apply, and what happens after

Ask a participating phone company for LifeLine service; the California LifeLine Administrator sends the application, online or on paper, at californialifeline.com. Send copies of proof with the signed form: a program card or letter, the front page of last year's tax return, or pay stubs for 3 consecutive months within the past 12 (rule:proof_required). Return it by the due date printed on it (rule:due_dates).

New applicants pay regular rates until approved; the discount is then credited back (rule:approval_first). After a wireless request, a household cannot ask another company for up to 30 days unless the request ends first (rule:enrollment_freeze).

Every year the renewal arrives in a pink envelope on the anniversary date; not renewing ends the discount (rule:ca_renewal, rule:federal_recert).

If denied or dropped, call the CPUC Consumer Affairs Branch at 1-800-649-7570 (rule:appeal). A form that was late, unsigned or missing the date of birth or Social Security digits cannot be appealed; apply again.
